Some activities cannot be licensed until another authority signs off. There is no single published list — the requirement is spread across sector regulators, which is why people only discover it once their application stalls. This is the consolidated view, and the timings are what actually matter.

Which authority approves what

If your activity falls under one of these sectors, budget for an approval step before the trade licence can issue.

The timing is the real cost

The approval fee is rarely the problem. The delay is. External approvals commonly add two to eight weeks, and for clinical and educational facilities considerably more, because premises inspection and individual practitioner licensing sit inside that window.

The expensive mistake is signing a lease before the regulator has approved the location. For healthcare and education the authority approves the premises and the layout, so a lease signed first can become unusable. Get initial approval, then lease.

It is decided by code, not by description

DET approves against an activity code, not the words you use to describe your business. Two activities that sound identical can sit in different categories with different approval requirements. Look up the exact code on the official portal before you assume your activity is unregulated.

Operating outside the activities listed on your licence is a compliance breach in its own right, with an administrative fine for adding or changing an authorised activity without prior approval. If your business has drifted, amend the licence rather than hope.

The order to do it in

  1. Identify the exact activity code, not just the activity name
  2. Check whether that code carries an external approval requirement
  3. Reserve the trade name and obtain initial approval from DET
  4. Apply to the sector regulator for the NOC or approval in principle
  5. Only then secure premises, if the regulator approves locations
  6. Complete fit-out and inspection where applicable
  7. Return to DET to issue the trade licence

Does this apply in free zones?

Partly. A free zone issues your licence, but a sector regulator still governs the activity. A clinic in a free zone still needs health authority licensing; a school still needs education authority approval. The free zone may coordinate it for you, which makes it feel lighter, but the underlying approval is the same. The exception is a zone with its own regulator, such as Dubai Healthcare City for clinical activity.

Healthcare through DHA, education and training through KHDA, food through Dubai Municipality, tourism through DTCM, transport through RTA, real estate through RERA, financial services through the Central Bank or SCA, telecoms through TDRA, and legal services through the Ministry of Justice. Premises-based activities also need Dubai Civil Defence clearance. There is no single consolidated list published, which is why this catches people out.

How long does an external approval take in Dubai?
