The steps

  1. Open the ICP eligibility service and pick your category
  2. Answer the category questions — graduates are asked for GPA, field of study, graduation year and whether the degree is attested by the Ministry of Education
  3. The system suggests a category. This is not an approval.
  4. Log in with UAE Pass. Your unified number, name, nationality, passport number, date of birth and emirate are filled in automatically from your Emirates ID record
  5. Select a profession that matches the one on your Emirates ID
  6. Upload the documents for your category; ICP may come back for more
  7. Review, pay, submit
  8. Keep the reference number issued after payment — it is how you track the request

ICP, GDRFA or TAMM

This is the question generic guides skip, and it is why instructions often do not match your screen. The channel follows where your residence file sits, not which category you picked:

  • ICP — the federal channel, covering most emirates
  • GDRFA Dubai — if your file is held in Dubai
  • TAMM — the Abu Dhabi government services route

Start at ICP and follow whatever routing it gives you rather than assuming the portal from your emirate of residence, because the file location and where you live are not always the same.

Why nominations fail

  • Evidence does not match the category. The category sets the proof required; a strong case in the wrong queue still fails.
  • Profession mismatch. The profession on the application must match the Emirates ID. This catches people who changed roles without updating records.
  • Unattested qualifications. Degree routes generally need Ministry of Education attestation, which takes time to arrange and cannot be done retrospectively in a hurry.
  • Treating the suggestion as a decision. People stop gathering evidence once the tool suggests a category, then cannot produce it when asked.

If you are refused, you are not barred from applying again under a category you genuinely meet. Fix the evidence first rather than resubmitting the same file.
